00 PM Central Description Summary This position is responsible for performing a variety of professional level administrative, technical, analytical, and program human resources functions.
The Human Resources Generalist will implement human resource programs; provide advice, assist and follow-up on county policies and procedures; and coordinate the resolution of specific policy/procedural related and employee relations related problems and inquiries.
This position also coordinates, leads, implements, and tracks organizational training, certifications and licenses.
Position performs independently conducting a broad range of human resources functions with minimal supervision, in a dynamic environment.
Examples of Duties Essential Duties and Responsibilities include the following.

Provides counsel, training and technical assistance on a wide variety of human resources functions, to departments.
Develops and maintains relationships with department managers, supervisors and employees.
Interprets and explains human resources policies, procedures, laws, standards or regulations.
Confers with management in resolving problems.
Works to improve manager and employee performance by identifying and clarifying problems; evaluating and recommending potential solutions; and coaching and counseling managers and employees.
Collaborates with Human Resources Director to formulate and implement improvements in processes, policies and operational procedures.
Performs employee relations and labor relations functions.
Provides direction for a variety of employment matters including performance management standards and processes; investigations of workplace misconduct allegations; progressive disciplinary processes and terminations; and collective bargaining and grievances.
Unemployment claims administration and attends unemployment hearing, as needed.
Monitors engagement trends and provides recommendations.
Facilitates focus groups and leads employee engagement efforts.
Creates, implements and directs organizational development plans, and development and implementation of long-term training strategies to support organization goals.
Plans, develops, facilitates, monitors, and evaluates organizational learning, including both required and optional training.
Coordinates scheduling and deployment of training to provide the most cost-effective and convenient delivery of required training.
Manages tracking training to ensure accurate reporting and compliance with federal, state and county mandates.
Organizes, leads, and/or directs delivery of training.
Creates, manages, and monitors staff development and training program areas for annual county budget, in collaboration with Human Resources Director.
Evaluates training and calculates performance indicators.
Supports hiring managers and candidates in navigating the recruitment process.
Works with departments to develop recruitment strategies including sourcing, changes to existing structures, revisions to requirements, review of needs, and reorganization.
Assists in the preparation of interview questions, reviews assessments and performs interviews.
With approval, extends offers of employment and establishes start dates.
Supports hiring managers and new hires in navigating the onboarding process.
Assists with data maintenance and integrity of the human resources systems.
Runs reports routinely or as necessary to analyze data for ongoing issues, projects or functions.
Assists with implementation or upgrading of new human resources systems/modules as needed (i.
e.
, performance management, recruiting, on-boarding, and learning management system).
Consults with Human Resources Director to ensure follow-through on strategic priorities.
Provides constructive feedback as needed.
Provides oversight of the department in the absence of the Human Resources Director.
May represent or assist the Director at various meetings.
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management and employment law.

Education and/or Experience Bachelor's degree in Human Resources, Business or Public Administration or a related field.
Three to five years of relevant prior experience, or an equivalent combination of education and experience.
Professional experience in public sector human resources is a plus.
Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, manuals, information bulletins, memoranda, policies, and procedure manuals, etc.

Computer Skills To perform this job successfully, an individual should have knowledge of Human Resource systems; Payroll systems; proficient with Microsoft Office Suite or related software.
Certifications, Licenses and Registrations Prefer professional Human Resources certification (such as PHR, SPHR, SHRM-CP, SHRM-SCP).
Valid state issued driver's license.
Must maintain minimum auto liability insurance and have a good driving record.
Use of personal vehicle or other means to travel to assigned locations is required.

The benefits listed below represent an employee who works full-time (100%).
Regular part-time employees working half time or more per week may be eligible to receive employee benefits on a prorated basis.
Qualifying employees working an average of 30 hours per week are eligible to receive health insurance coverage at the same premium contribution level as regular full-time employees.
The percentage of employment which has been established by the budget or Board, shall determine the benefit pro-ration, with the exception of Home Health Aides, who will be pro-rated in July of each year based on the percentage of full-time hours worked in the previous twelve (12) months.
1.
PTO.
(Paid Time Off).
Calumet County's PTO Plan combines vacation, sick leave, holiday, and bereavement leave into a single leave plan - PTO.
Newly hired full-time employees will be credited with six (6) days of PTO immediately upon hire.
The accrual will be based on the employee's length of service with the County and the hours paid in a pay period.
PTO may be carried over from year to year provided the balance does not exceed the maximum allowable amount.
2.
ELB.
(Extended Leave Bank).
The Extended Leave Bank is a bank of time separate from PTO that is intended for use in situations where the employee is absent from work due to medical necessity lasting more than three (3) days, or for events qualifying under the Family and Medical Leave Act (FMLA).

Holidays.
The official County holidays are factored into the PTO Accrual as follows:
New Year's Day, Friday before Easter, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day After Thanksgiving, the Day Before Christmas Day, Christmas Day, and the Day Before New Year's Day.

Insurance.
Employees eligible to participate in a High Deductible Health Insurance Plan.
The County pays ninety (90%) percent of the single or family premium for full time employees who complete the Wellness Program criteria.
To assist in meeting deductibles, the County will also contribute, to an HSA, for eligible employees.
Dental and Vision Insurance is also available.
5.
PEHP.
(Post Employment Health Plan).
The County provides a PEHP for regular full-time and eligible regular part-time non-represented employees.
The PEHP is a multi-employer trust (IRS Code 501(c)(9)).
The plan allows for a tax-free pre-funding of post employment medical expenses.
The County contributes a biweekly flat dollar amount per employee.
Contributions will be allocated to the universal reimbursement sub-account.
6.
Life Insurance.
The County provides a life insurance policy to qualifying employees equal to the estimated calendar year earnings of the position, with the County paying the premium.
Additional units of insurance are also available along with spouse and dependent coverage, with the employee paying the full premium.
7.
Disability Insurance.
Long-term and short-term disability insurance is available, with the employee paying the full premium.
8.
Retirement Plan.
The County provides a pension plan through the Wisconsin Retirement System.
The County pays 50% of the actuarially required WRS contributions for qualifying general employees.
9.
Section 125 Flexible Spending Program.
The County provides a Section 125 Flexible Benefits Program wherein the employee may set aside pre-tax dollars to use for expenses not covered by insurance or for dependent care expenses.
10.
Deferred Compensation Program.
The County provides a Section 457 Deferred Compensation Program wherein pre-tax dollars can be deposited in an investment of the employee's choice through providers used by the County.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
